Yes, that is the biggest problem when voting is used. It does not happen often, but it happens. I usually do a !nextmap then if most players agree.
But I dont think it's a good reason to get rid of the voting.

 

Just try it for once and see what happens... Maybe it works great! :-)
 

we play around 35 at 40 maps and i dont  have 20 axis maps but i will look and we need to make a list of axis maps we play or played

useless with mapvotecycle cuz guys around will vote for the map of their choice so u might play allieds maps for somes in a row

objectivecfg avoid this problem but guys like to can choice maps most of the times and i dont saw any silent servers not using the mapvotecycle 

mapvotecycle help a lot also cuz u can keep some maps already played in the server ftp same if these maps are not listed in the mapvotecycle.cfg
